Federal agencies listed 3,611 uses of AI for 2025. 1,040 of them are marked deployed. That is 29%. The inventory is public, and so is the file behind it. Count its stage column and the 3,611 split like this: 1,040 deployed 440 in pilot 1,479 pre-deployment: still being built or bought 314 retired 338 with no stage, because three agencies' public lists did not carry one The official summary shows 1,818 as "deployed and piloted". That figure includes the 338. None of this is a criticism. Agencies were asked to list everything, including what is planned and what was switched off, and they did. But a list of uses is not a count of what runs. The stage column is where that lives. The limits: agencies report on themselves, defense and intelligence uses are out of scope, and common off-the-shelf tools are reported separately.
